Miami Beach native Scott Fredel, recently named one of the top 10 chefs in South Florida by Ocean Drive magazine, has opened Pilar in the Promenade Shops at 20475 Biscayne Blvd. The restaurant, whose name is inspired by Ernest Hemingway's famous fishing boat, offers seafood and American fare.
